Document the Problem: Enforcement

This manual covers multiple areas of investigation for the documentation stage.

Sections within Document the Problem
Overview | Youth Tobacco Use | Illegal Sales | Store Marketing
Enforcement | Merchant Education | Political Environment

If you find that even after a local tobacco control policy is passed in your community, youth still have free and easy access to tobacco products from merchants, and that tobacco advertising is not being removed from store windows, or that single cigarettes are still being sold in your neighborhood grocery store, you are not alone. Passing local policies and resolutions will not be effective unless strong, routine enforcement is included as part of the intervention strategy. Topics in this section include:
  • Need for Better Enforcement
  • Identify Existing Laws
  • Common Local Ordinances
  • Patterns of Enforcement
  • Why Lax Enforcement Exists
  • Local Laws in Your Community: Are They Enforced?
